Audience: Planners, policymakers, public servants, and professionals working in land use, community development, and consultation processes, and First Nation & Métis leadership and staff engaged in the consultation process.
This workshop offers a foundational understanding of the Duty to Consult and Accommodate in the context of planning and development in Ontario. Delivered in-person, the workshop begins with an introduction to Indigenous histories and the Treaty relationship (Session 1), followed by an exploration of planning’s colonial legacy and constitutional context (Session 2), and overview of the legal framework, responsibilities, and precedent-setting cases surrounding consultation and accommodation (Session 3). Following a question and answer period, small group discussions will examine: the application of consultation within planning processes, and the tools, models, and strategies for building meaningful, cross-cultural relationships and advancing reconciliation in practice.

Carolyn King
Carolyn King, Chair and co-founder of the Shared Path Consultation Initiative. She is the first woman to have been elected as Chief of the Mississaugas of the Credit First Nation (MCFN) (1997 - 1999). She has received numerous awards including the Queen Elizabeth II Diamond Jubilee Medal (2012), the Order of Canada (2020), the King Charles lll Coronation Medal (2025) and the Eagle Feather for her community work and efforts to improve Canadians’ understanding of First Nations. She is also the founder of the Moccasin Identifier Project and an Honorary Member of OPPI.

David Stinson, Vice Chair, RPP, MCIP, P.Ag.
Partner, Incite Planning
David has had the privilege of working in various Indigenous contexts. He spent 7 years as the Community Planning Advisor for the Ogemawahj Tribal Council, and recent efforts include creating a Land Use Plan for Moose Deer Point First Nation, developing a land strategy for Curve Lake First Nation, designing the cultural heritage site for Mohawks of Wahta, and helping to build relationships between First Nations and the International Joint Commission. He is committed to planning education, from kids on World Town Planning Day, to adults on Jane Jacobs Walks, to students at the University of Guelph & Laurentian University, and planners & economic development officers on the Duty to Consult and Accommodate. David is a University of Guelph graduate with expertise in regional & environmental contexts, rural development & community economics, and land use policy & development. He is now a partner at Incite Planning. He has served on with CIP’s Indigenous Community Planning Committee, OPPI’s Indigenous Planning Perspectives Advisory Group, the Municipal Affairs Working Group, the Lakeland District Programme Committee, and the Lake Simcoe Co-ordinating Committee. David has volunteered with supportive housing projects in Orillia, and the environmental committees of the City of Orillia and Rama First Nation. He is a recipient of the OPPI Member Service Award-2021 and currently serves on the board of the Shared Path Consultation Initiative.

Susan Robertson, General Director
Principal Planner of People Plan Community
With over 20 years experience in watershed planning, community engagement and Indigenous relations, Susan believes in advancing Treaty relations through respectful collaboration. She is a Member of the Canadian Institute of Planners and a Registered Professional Planner in Ontario. Award-winning and notable projects include the restoration of the Historic Council House at the Mississaugas of the Credit First Nation, the Shared Path/Le Sentier Partagé, the Credit Valley Trail Strategy, the Credit Valley Trail Indigenous Experience Plan, Indigenous engagement sessions within the Great Lakes with various levels of government, the Indigenous Municipal Engagement Program, and the Moccasin Identifier. Susan holds an honours undergraduate joint degree in Cultural Anthropology and Human Geography and a graduate degree in Environmental Planning and has worked in Watershed Planning for Ontario’s largest Conservation Authority for nearly a decade. Susan was the first person to be nominated and awarded The Credits Award by the Mississaugas of the Credit First Nation for contributions to promoting Indigenous cultural heritage. Susan sits on numerous boards and committees promoting conservation planning, and was a former Commissioner for the Niagara Escarpment Commission and is presently Director-At-Large for the Board for Ontario Nature.
Natalija Vojno, Acting Executive Director at Shared Path, MSc, MA
She works at the intersection of water policy and positive peace, whether as an environmental campaigner or facilitating environmental multi-stakeholder dialogues in the Great Lakes or abroad. Globally, she has spoken at the UN High-Level Political Forum on the role of youth in transboundary water governance, was a founding member of the Water Youth Network, and is an advisor to UNEP's inaugural Faith for Earth Youth Council. She founded Our Future First to deliver peacebuilding initiatives e.g. In Flow for the Humber. As Network Engagement Lead for Our Living Waters she works on supporting a network of 270+ watershed organizations across Canada. Natalija trained in mediation and facilitation with Clingendael, MBBI, Soliya, and MITx. She holds a BA from the University of Toronto, an MSc from UNESCO-IHE, and an MA from ICU. She is a Rotary Peace Fellow and Positive Peace Activator.
